Strengthening the Integrity of Elected Officials, Providing Information to Promote Informed Voting in Regional Elections, and Supporting Quality Media

Implementation period: May 25, 2026 – May 31, 2027
Project objective: To strengthen the integrity and transparency of elected officials and national and regional parliamentary institutions, to promote fair and informed elections in the Gagauzian Autonomous Territorial Unit, and to support independent media and ethical journalism as essential pillars of good governance.
Objective I: Strengthen the integrity and accountability of the Parliament of the Republic of Moldova by monitoring compliance with the “Clean Parliament Charter 2025” and updating the integrity profiles of the Members of Parliament.
Objective II: Increase voter awareness in the Gagauzian Autonomous Territorial Unit by facilitating access to information and supporting the conduct of a fair election process.
Objective III: Strengthen the resilience of the media in the Republic of Moldova by providing logistical support to the Periodicals Distribution Financing Facility, promoting ethical journalism, and co-financing the 2026 Media Forum.
1.Monitor the implementation by the 12th Parliament of the Republic of Moldova of the recommendations set forth in the “Clean Parliament Charter 2025.”
2.Update the integrity profiles of the members of the 12th Parliament of the Republic of Moldova.
3.Organize and conduct public discussions on parliamentary integrity and transparency.
4.Monitor candidates for the position of member of the People’s Assembly of the Gagauzian Autonomous Territorial Unit (ATU) based on integrity criteria developed by civil society and publishs their integrity profiles.
5.Monitor the coverage of the pre-election period and the election campaign by the regional public television station in the Gagauz Autonomous Region (GRT).
6.Information campaign for an honest and accountable People's Assembly.
7.Organize and hold “press clubs” in Chișinău and Comrat on the topic of the election campaign in the Gagauzian ATU.
8.Debunk false narratives spread during the election campaign in the Gagauzian Autonomous Region.
9.Prepare and publish profiles of the elected members of the People’s Assembly of the Gagauzian ATU.
10.Draft and make a public debate on the “2026 People’s Assembly Integrity Charter.”
11.Provide logistical support for the implementation of the Periodicals Distribution Funding Facility in 2026.
12.Promote ethical journalism and high journalistic standards by organizing training sessions for young people and presenting the 2026 National Award for Ethics and Professional Conduct.
13.Organize a panel discussion on parliamentary transparency and integrity as part of the 2026 Media Forum.
